for udp bg traffic we should have rate in pps and rate should be flows + 10%

for bg traffic rate should be in pps maybe.
since we cannot go under 10% over number of flows in terms of pps otherwise the flows will start to expire if each one of them does not get a packet every 1 sec or faster.
