There's still a spurious UDP failure for NIST tests, but other than that all the tests look OK. |

How can there be UDP failures when you don't test 6LoWPAN? |
Yes, essentially. In my opinion these tests should probably be removed. When the NIST server works correctly, they are a useful check. However when it does fail it's a hindrance. This can be addressed in another PR and shouldn't block this one. To be clear, the instability appears to come from the NIST server, not the test. |

Description
Mbed configuration system can now be used to set 6lowpan mesh api pan id filter. Filtering enables that if there are several border routers using same channel nodes can select correct one to join based on pan id. Filtering is disabled by default as previously, so no changes needed to current users of the mesh interface.
