I figured it's not a bad idea, but adding `.eslintcache` directly to `@kbn/pm` felt wrong, so instead I've added another config options that can go in the package.json file, `clean.extraPatterns`. This array of patterns is passed into `del()` so that it can include things like negation. I sympathize with your pain @C0FFEEC0FFEE, but we generally put non-backwards compatible changes in the Breaking Changes doc, so this doesn't belong there. |

The Spaces public APIs license checking is broken and doesn't work with gold licenses, so those with a gold license are getting a 403 forbidden when they go to create/edit/update a Space.
This bug effectively breaks a number of things, including Role management, for Gold customers with Spaces enabled.
