Replaces the deprecated `textScaleFactor` with a linear `TextScaler`. Updates the minimum deployment version to 3.13 where the new API was added. Part of flutter/flutter#143400

Huh, I was trusting the deprecation message that said I'll update the PR to rev the min supported version up to 3.16 instead. Legacy analysis bots FTW! |
