chore(developer): create sample LDML keyboard that exercises effectively all functionality #10505

We have a ton of new functionality in the LDML keyboard spec. I would like to have a single keyboard which allows us to test out the functionality manually, ideally in a somewhat coherent fashion, e.g. pressing key sequences 1 2 ... that would lead to 1:basic:OK\n2:simple_transform:OK\n3:simple_marker:FAIL or similar.

Propose Bengali keyboard

As well as the manual test keyboard as described above
