Proposed functionality

Add a new filter, available_at_site to capture both VLAN Groups with a site, site_group, region scope that encompasses the specified site.

Use case

Resolves #13721 in a manner consistent with our programming goals and provides additional filtering endpoints for end-users.

This was discussed in our maintainers meeting as a method to resolve #13844
