For the changelog automating I need to discuss logic. Ideally I'd like the automation to 1) update CHANGELOG.md 2) create a draft github release

I got worried about timing, and if I commit to the branch from travis, then would that kick off another travis build? maybe the second one wont do anything because the commit diff will not be different. Thoughts we can discuss further.
