What's included

refactor(modal): discovery-148 apply pf4 wrapper

Notes

Appears the PF4 modal removed the ability to hide the backdrop. This wrapper reimplements that ability, but goes in the direction it should be named more accurately. It appears like the modal is used for
- loading alerts, and
- message confirmation
Focus trap intermittently seems to work on the older PF3 modals, specifically the wizard for adding a source
- We burned some time investigating why the PF4 Focus trap throws a ton of errors, especially when multiple modals display on the screen. We figure it might be a limitation associated with the focus trap baked into PF4. And we came to the conclusion the end user experience isn't degrading so it's easier to disable it for now
And for design @bclarhk it appears the icons used for the confirmation like modals were a little on the custom side of things. We rolled a replacement wrapper that can be expanded to both of the confirmation modals (cancel adding source dialog and merge reports dialog ), but we need a decision on whether you want to go with the larger icon or the smaller alert icon

Local run check

update the NPM packages with $ yarn
$ yarn api:review; yarn start:stage
login with the default creds on both instances
- api:review opens at https://127.0.0.1:9443/ (this distinction is necessary because of the cookie name, domain)
- start:stage opens at https://localhost:5001/
