When Revenge of the Cartels is active (or its spawn modifications are active, such as with my All Event Spawns Active mod), this mod will reduce the frequency of coming across a Cartel operative out in the world. I'd ended up finding the default rate to be a little high for my liking, so this fixes it up a bit.

Description (from inside mod)

I enjoy having Cartel operatives pop up all over the place and
provide a bit more chaos, but at their stock spawn rates, nearly
every enemy encounter ends up as a total scrum.  When I'm not
actively hunting them down for a Cartels mission, I'd like to
ease off a bit without getting rid of them entirely.  So this
just cuts their spawn probability in half.
